The Clearwater Program is a comprehensive planning effort undertaken by the Sanitation Districts of Los Angeles County (Sanitation Districts) with the purpose of developing a long-range master facilities plan (MFP) for the Joint Outfall System (JOS), a regional wastewater management system serving over 5 million people in 73 cities and unincorporated areas of Los Angeles County. The Clearwater Program MFP includes an evaluation of infrastructure needs and will serve to guide the management and development of the JOS through the year 2050.
