According to state CEQA Guidelines Section 15312, Categorical Exemption Class 2, Surplus Property Sale "consists of sales of surplus government property except for parcels of land located in an area of statewide, regional, or area wide concern." The proposed project site, located on W. Alhambra Road in the City of Alhambra, is not designated as an area of concerns as listed in CEQA Guidelines Section 15206(b)(4). Furthermore, the site is not a hazardous materials site on a list compiled pursuant to Government Code Section 65962.5. Therefore, the sale of the property by the District would qualify for a Class 12 Categorical Exemption pursuant to CEQA Guidelines Section 15312.
