Document Description
Installation of each modular building includes construction of concrete pad, fence enclosure, utility hook ups, and new concrete walkways; all site work and construction will be in compliance with Americans with Disabilities Act (ADA). Two modular buildings will house new classrooms for the prison's vocational education classes, and one modular building will house a new needs assessment and testing function for the prison's SB 618 program. The project is needed to assist non-violent offenders through prison, by providing services to help ensure a successful transition back into the community, thus reducing recidivism and improving public safety. The buildings will be constructed next to existing program buildings in bare, disturbed areas devoid of sensitive environmental resources. The buildings will be connected to adjacent services and utilities. The program will accommodate existing program staff.

Class 3 Section 15303
Reasons for Exemption
This project consists of the construction of a limited number of new, small facilities (CEQA Guidelines 15303) and involves negligible or no permanent effect on the environment. Existing on-site utilities will be extended to the new structures, requiring minor trenching. All necessary public services and facilities are available. The area is not environmentally sensitive and is in an area that is bare and disturbed. This is one of a class of projects the Secretary for Resources has found does not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document.
