Reasons for Exemption
CEQA applies only to projects which have the potential for causing a significant effect on the environment. Further, the California State Secretary for Resources has found that certain classes of projects do not have a significant effect on the environment, and they are declared to be categorically exempt from the requirement of preparation of CEQA. This project is an alteration of the existing raw water pipeline and therefore qualifies for this exemption as a Class 1 project.
