Document Description
The purpose of the Caples Lake Outlet Emergency Repairs Project is to restore the safety and operational reliability of the malfunctioning reservoir regulating gates in the outlet system. The project consists of measures to replace the existing gates, gate frames, gate stems, gate wall guides, mechanical operators, complete concrete repairs, and replace the trash-rack. To accomplish the gate replacement project, it will be necessary to completely dewater the outlet system. This will require lowering the reservoir, installing a temporary coffer dam, and installing a flow bypass system.

Notice of Exemption

Exempt Status
Emergency Project
Type, Section or Code
21080(b)(4); 15269(b)(c)
Reasons for Exemption
The EID found that the Caples Lake Dam Repairs constituted an emergency under the basis that the unseasonable high flows could pose risks to public safety and the environment and that the sudden loss of water would impede the EID's ability to provide adequate drinking water to its customers and to generate hydroelectric power for the California market.
