Document Description
The Draft CAP implements the County's General Plan direction to prepare a CAP. The CAP supports statewide greenhouse gas emissions reductions goals identified in State Assembly Bill (AB) 32 and State Senate Bill (SB) 375. The EIR Addendum addresses potential environmental impacts of proposed CAP measures and actions. The proposed CAP, as an implementing program for the General Plan does not meet the criteria for preparing a subsequent or supplemental EIR. As a result, the County of Butte, as lead agency, is preparing an addendum for the General Plan EIR, and the project may be approved as a covered activity within the scope of the General Plan EIR.
