Document Description
The purpose of the Specific Plan is "to guide new development in a way that builds upon, enhances and expands the existing pedestrian-oriented retail district, while preserving the diverse and electric character of the Traditional Downtown." The Specific Plan Area is divided into two subareas: the Primary Study Area, which includes six "Opportunity Sites" poised for redevelopment in the near future, and the Secondary Study Area, where the Traditional Downtown framework will be retained.
