Document Description
The City Council of the City of Folsom (City) certified an environmental impact report (EIR) for the Folsom South of U.S. 50 Specific Plan Area Project on June 14, 2011 (SCH #2008092051). The project area is now known as the Folsom Plan Area (FPA). The EIR identified the water supply for the FPA as 8,000 acre-feet of Natomas Central Mutual Water Company's Central Valley Project contractual entitlement that would be assigned to the City. The Natomas water supply would have been diverted from the Sacramento River, conveyed through the existing Freeport Water Project facilities and a new pipeline to Folsom South Canal, where the water would have been rediverted by the City through a new pipeline to a new water treatment plant to be built in the FPA. Instead, the City proposes to use water supplies generated through a variety of conservation measures, including leak repairs and metering, to generate a water supply for the FPA by shifting existing surface water supplies used in the "East Area" of the City to the FPA and using conserved water in the East Area. A small amount of conserved water also would be used in the FPA. The new water supply for the FPA would be treated at the City's existing water treatment plant (WTP) and conveyed through a new transmission system from the WTP to IPA. The City has prepared an Addendum to the EIR in accordance with CEQA analyzing the potential incremental environmental impacts of the proposed water supply change to serve the FPA.
