Document Description
In February 2014, the Crummer Site Subdivision Final EIR was certified by the City, and in May 2014, the project coastal development permits were conditionally approved by the City, pending certification of the associated Local Coastal Program amendment by the Coastal Commission. The Coastal Commission certified the amendment in Nov. 2015. The amendment required minor changes to the project to further minimize the less than significant impacts to coastal resources. The subject coastal development permit amendments address these changes, which include but are not limited to modifying all homes to no more than one-story and no more than 18 feet in height, relocating the guard house and entry gate further east and reducing guard house height, reducing landscaping to a height of no more than 25 feet using non-invasive and drought tolerant specimens, incorporating an earthen berm to the eastern edge of Lots 1 and 2 to reduce downcoast views of residences, and expanding the conservation easement area. The Addendum to the Final EIR demonstrates the modified project would not result in any additional significant impacts nor would it substantially increase the severity of previously anticipated impacts, and that impacts to visual resources would be reduced when compared to the previously approved project.
