To authorize an existing petroleum oil pipeline under the Kern River Designated Floodway (DF) that will be abandoned to accommodate a new proposed bridge; to install a new 24-inch diameter high density polyethylene (HDPE) casing pipeline that will house four inner three inch diameter pipelines using the horizontal direction drilling (HDD) method under the Kern River DF.
