Notes: Review Per Lead Request by First Solar (Topaz Solar Farm)/Twisselman, et al for a 550 megawatt (MW) photovoltaic solar power plant to be installed over an approximate 4,000 to 4,100 acre area. Two options are proposed that would affect approximately the same size area. One option would involve lands in Williamson Act contract, the other would not include lands under Williamson Act.
