Request by Optisolar (Topaz Solar Farm)/Twisselman, et al for a 550 megawatt (MW) photovoltaic solar power plant to be installed over an approximate 6,200 acre (9.7 square miles) area. The project would be constructed in two phase where the first phase would install 210 MW in the first phase with the remaining 340 MW in the second phase.
