Document Description
This project is located on an 80-acre parcel of state-owned land which currently operates as the California Department of Forestry and Fire Protection (CAL FIRE) Fawn Lodge Forest Fire Station. Project will include installation of a small hydroelectric plant (Pelton Wheel) that will generate electricity that will supply a portion of the stations electricity needs. The hydroelectric plant will use water from an existing diversion from a tributary to Grass Valley Creek that was used for a decorative waterfall at the fire station. Water flows from the diversion via an existing 2 inch pipe line. An additional 300 feet of pipe will be installed that will connect to the existing pipe line to supply water to the hydroelectric plant.
Vegetation at the site is primarily mixed conifer. No vegetation or significant ground disturbance will be required to install the hydroelectric plant.

Reasons for Exemption
This project fits within Class 28 of Categorical Exemptions described in state law. No unusual circumstances exist on this property which would preclude the use of a Notice of Exemption. The project will generate less than 5 megawatts. Operations will not change the flow regime of the affected stream which includes rate and volume of flow, temperature, amounts of dissolved oxygen or timing of release. There will be no impact to passage of fish.
