Document Description
The Department of Water Resources (DWR) proposes to conduct surveys to collect flood capacity data along portions of the Bear River near the town of Rio Oso in Sutter County. The surveys will be conducted along a three mile stretch of river starting near the confluence of the Bear and Feather Rivers, and continuing upstream to the Highway 70 Bridge.

Reasons for Exemption
-The project is not located where it may impact an environmental resource of hazardous or critical concern. -Vegetation removal is not anticipated as part of the survey work unless absolutely necessary. Elderberry shrubs (Sambucus mexicana) are found at various locations with in the proposed area. A DWR Environmental Scientist will assist survey staff in locating Elderberry shrubs in order to avoid any potential impacts during project activities. Elderberry shrubs will be flagged as environmentally sensitive areas and will be avoided during project activities as necessary. -The proposed project is not expected to have cumulative impacts on the Elderberry shrubs, as no vegetation removal is expected to occur as part the proposed project, and Elderberry shrubs will be flagged as environmentally sensitive areas and will be avoided during project activities. -There are no scenic highways adjacent to or near the project areas. -The project is not located on a site which has been included on any list compiled pursuant to Section 65962.5 of the Government Code. -No historical properties or sensitive cultural resources should be impacted, as all work will be conducted on or near the ground surface, or within the low flow river channel.
