In accordance with the above-referenced Section, the project is exempt because it is infill development on a site: (1) that is consistent with the City's General Plan and Zoning Code; (2) that is in the City of Merced on property less than 5-acres in size and surrounded by urban land uses; (3) that has no value as habitat for endangered, rare or threatened species; (4) whose development will not result in significant impacts related to traffic, noise, air quality or water quality; (5) that can be served by all required utilities and public services; (6) and involves the replacement and reconstruction of existing facilities within an already urbanized area.
