The purpose of this project is to replace Bridge 134.99 because the existing bridge is structurally deficient due to age, and it does not meet the Union Pacific Railroad Company (UPRR) standard hydraulic design criteria for 50-year and 100-year flood events. The final goal is to build a structure according to UPRR safety standards, with an increased drainage capacity to accommodate 50-year and 100-year flood events.

The project involves the replacement of an existing facility where the new structure will be located on the same site as the existing structure. The bridge girder will be lengthened approximately 15-feet (from 75-feet to 90-feet) to increase the drainage capacity of the bridge; however, the new bridge will serve the public in the same capacity as the existing bridge as there will continue to be only one mainline track over Bridge 134.99. As such, the project qualifies for Categorical Exemption under Section 15302 Class 2 (Replacement, or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity).
