The purpose of the project is to update the City's existing General Plan to accommodate development through 2030. The Planning Area comprises a total of 1,790 acres (2.8 square miles) of both incorporated and unincorporated land bearing relation to the City's future growth. The proposed General Plan is intended to respond to the City's changing demographics and economic environment, land use demands, as well as State and federal laws. The EIR analyzed the potential consequences of adopting the proposed General Plan.
