The GP includes 2 elements: land use, mobility, conservation and open space, community services and facilities, safety, noise, and housing, as well as an Implementation Program. The Program EIR analyzes the impacts of implementing the GP and minor Zoning Ordinance test and mao amendments needed to carry out the Plan.
