The proposed General Plan Update is a comprehensive update of the City's General Plan consisting of the following elements: Land Use, Circulation, Noise, Safety, Open Space, Conservation and Recreation, and Public Services and Facilities. The Housing Element is not a part of the General Plan Update and is being updated separately. The proposed project includes a Background Report and a Preferred Land Use and Circulation plan to guide growth through the planning period (2035) and beyond. The Plan Update also includes 40,000 population and 70,000 population Urban Development Boundaries that limit development to within those boundaries until specific population thresholds are met.
