General Plan Amendment Application No. 513

NOTES: Re-circulation The board directed staff to remove a proposed Mitigation Measure to rectify the significant impact of conversion of agricultural land to urban uses and to re-circulate the EIR. The Mitigation Measure (3.2.1. of the EIR) required that a minimum of one-acre of agricultural land be preserved for each acre of agricultural land converted to a non-agricultural use (1:1 ratio). Agricultural conservation easement would be on land designated as Prime Farmland on the State Department of Conservation Important Farmland Map. The proposed project remains the same as that described in the original NOP and the EIR. The County requests that reviewers limit their comments to the revised portion of the re-circulated EIR. The project consists of updating the Laton Community Plan. The Community Plan update focuses on revising the current community plan including the Land Use, Transportation/Circulation and Public Facilities elements. Existing community plan policies have been revised to make them consistent with the Fresno County 2000 General Plan. Additionally, new goals, policies and implementation programs may have been developed to address the community needs.
