Document Description
The Department of Toxic Substances Control (DTSC) has determined that prior removal actions combined with recordation of a land use covenant restricting future uses of the former Gibson Environmental, Inc. Sites are protective of human health and the environment. Recordation of the land use covenant, restricting use of the property to industrial and commercial uses, is the final remedial action for the Site. The land use covenant restrictions will apply to the current owner and all future owners of the Site property.
The Site consists of approximately 6.2 acres located in an unincorporated area of Kern County designated for industrial use. The Site is located near vacant lots and light to medium industrial and commercial activities. The Site was used for oil-related production activities as early as the 1940's. Gibson Oil purchased the northern part of the Site in 1978 and used it for oil refining and recycling operations intermittently until at least 1984. In 1987, Gibson Oil became Gibson Environmental and received interim status from DTSC to operate a hazardous waste storage and treatment facility for liquid waste. DTSC issued a hazardous waste facility permit to Gibson Environmental in June 1988. In 1989, Gibson Environmental purchased the southern portion of the Site. Gibson Environmental received Interim Status in 1990 to accept and treat contaminated soil. Gibson Environmental cease operations and abandoned the Site in 1995, leaving behind approximately 670,000 gallons of liquid and sludge in tanks and approximately 80,000 cubic yards of soil piles.

The project is DTSC's determination that prior removal actions combined with recordation of a land use covenant restricting future uses of the property is protective of human health and the environment and is the final remedial action for the former Gibson Environmental, Inc., Site. There are no physical activities associated with the DTSC determination or the recordation of the land use covenant which could possibly have a significant environmental effect. The land use covenant will restrict future use of the Site to commercial and industrial uses. This is consistent with the current and anticipated future uses of the Site and other properties in the vicinity of the Site. The Site is in an unincorporated area of Kern County designated for commercial/industrial use in the County's master plan and is zoned M-2, medium industrial. Under the current General Plan for the City of Bakersfield the Site and surrounding properties are designated in the Service Industrial Area.
