Document Description
A City-sponsored ballot measure for the November 2008 general municipal election which would reaffirm and readopt Land Use and Open Space & Conservation policies and programs from the 1996 General Plan, as well as set forth a process for the development of a hillside and ridgelines preservation ordinance/design guidelines, and clarify in the General Plan the existing City practice regarding growth control as relates to second units, extended stay hotels, and assisted living facilities. The stated purpose is to preserve and protect scenic hillsides and preserve views of ridges that surround Pleasanton, and clarify how all types of housing units are couted towards the voter-approved maximum buildout of 29,000 housing units.

Reasons for Exemption
The General Plan policies and programs in the Land Use and Conservation & Open Space elements being reaffirmed and readopted by the ballot measure were previously subject to environmental review persuant to an Environmental Impact Report adopted for the 1996 General Plan. (See State Clearinghouse #95103044 and 15168(c)(2).) The process to develop a hillside and ridgelines preservation ordinance/design guidelines is feasibility and planning studies for future action. (Section 15262.) The hillside and ridgelines preservation and protection purpose of the ballot measure protects the environment. (Section 15308.) The clarification of how housing units count towards the maximum buildout do no involve the actual approval of any project. (Section 15061(b)(3).
