Document Description
This project is a minor modification to Building 12 and its 28,176 gross square feet. This scope of work includes patching of the floor (including carpet replacement in the stack area only), wall and ceiling finishes and painting of the interior. Other renovations include replacement of the existing HVAC rooftop air handling units with minor modifications to the ductwork in areas affected by code upgrades and adding bathrooms to meet fixture count requirements. There will not be any change to the exterior footprint of the building. This remodel will provide new space for a student center when the old library stacks are moved to the new library building.

Reasons for Exemption
This project is exempt from all requirements of CEQA based on Categorical Exemption 15301, Existing Facilities. This Class 1 exemption consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The project involves negligible or no expansion of an existing use as defined by 15301 sections: (a) Interior or exterior alternations involving such things as interior partitions, plumbing and electrical conveyances; and (d) Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety; The building remodel will not increase the building footprint. In addition, this project qualifies as an Exempt activity that has no possibility for a significant effect on the environment [CCR Title 14, Chapter 3, Section 15061(b)(3)]. As a general rule, CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is Statutorily Exempt and not subject to CEQA. The project will result in beneficial impacts to on campus student life by converting the old library into a new student center. CSUMB has completed the Initial Study Checklist and determined with certainty that this project clearly does not have the potential for a significant impact on any of the environmental factors, and is therefore, Exempt from CEQA.
