Document Description
UCSF recently completed a year-long planning process with its UCSF Mission Bay community Task Force to discuss with the community issues related to UCSF off-campus development in the Mission Bay area, and to develop Planning Principles to address these issues. The LRDP amendment is to incorporate these Mission Bay Planning Principles into the UCSF 1996 LRDP. These Planning Principles will be used as guidelines for future UCSF off-campus development in San Francisco's Eastern Neighborhoods planning area in the vicinity of UCSF Mission Bay. The Planning Principles include Overarching Principles, which encourage UCSF, when undertaking off-campus development projects, to discuss potential project with the community early in the site selection and development process, to consider cushioning of impacts, to provide UCSF's share of funding for mitigation measure identified in CEQA documents for UCSF projects, and to have an ongoing dialogue with the community regarding potential off-campus development through the UCSF Mission Bay Community Advisory Group (CAG) Action Team (CAT), a subcommittee of the UCSF CAG. Many of the proposed Planning Principles are already in the current LRDP in some form but do not apply to off-campus development in the UCSF Mission Bay vicinity, as such off-campus development did not exist at the time the 1996 LRDP was published. The incorporation of the Planning Principles into the LRDP would clarify that these principles apply to UCSF's off-campus development in San Francisco's Eastern Neighborhoods planning area in the vicinity of UCSF Mission Bay.

General Exemption
Pursuant to state law and University procedures for implementation of the California Environmental Quality Act, it has been determined that the Action is exempt under the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment (CEQA Guidelines Section 15061(b)(3)), where it can be seen with certainty that there is no possibility that the Action may have a significant effect on the environment because, per CEQA Guidelines Section 15004, no development, renovation or other project is currently being authorized, and University approval of any future projects is conditioned upon CEQA compliance.
