Document Description
CDCR will construct two new free-standing buildings for the Sexual Behavior Treatment Program (SBTP) that will include counseling and treatment space for youthful offenders and office space for the resident psychologist and staff. The buildings will also provide file and storage areas and restrooms. Currently, there is no unused program space to accommodate the program support spaces needed to implement the SBTP. The project is in compliance with the Farrell lawsuit, Prison Law Office Consent Decree and consistent with the CDCR Remedial Plan requiring the implementation of a sexual behavior treatment delivery system. The project is critical to provide an effective rehabilitative treatment facility to ensure successful rehabilitation and re-entry of youthful offenders into their communities. The facilities will accommodate existing program staff. The one-story structures will be located within the secure perimeter of Chaderjian YCF, on disturbed ground between existing structures.

Reasons for Exemption
This project consists of the construction of a limited number of new, small facilities (CEQA Guidelines 15303) and involves negligible or no permanent effect on the environment. Existing on-site utilities will be extended to the new structures, requiring minor trenching. All necessary public services and facilities are available. The area is not environmentally sensitive and exists of mown lawn grass or ruderal grasses. This is one of a class of projects the Secretary for Resources has found does not have a significant effect on the environment, and therefore is declared to be categorically exempt form the requirement for preparing an environmental document.
