The project includes interior improvements to the existing Inyo building and an addition to the existing Humboldt Annex. Both projects are in compliance with the Prison Law Office (PLO) Consent Decree, resulting from the Farrell v. Hickman litigation, requiring CDCR to improve its mental health delivery system. These projects will enable CDCR to provide effective rehabilitative treatment to ensure successful rehabilitation and re-entry of youthful offenders in their communities. Improvements to the Inyo building will reconfigure the existing day room to accommodate two new education/treatment rooms, modify one existing education/treatment room and one existing office for use by the new Behavioral Treatment Program (BTP). There is no existing space in the facility that is configured and sized to house the staffing and program requirements of the BTP. The addition to the Humboldt Annex will house the Specialized Counseling Program (SCP) consisting of five offices for enhanced clinical staff, a group counseling room, along with ward and staff toilet rooms. Currently, there is insufficient space at the existing YCF to accommodate the program and space requirements of the PLO lawsuit. The expansion is within the secure perimeter of the YCF, on disturbed ground.

Existing Facilities This project consists of minor alterations to existing facilities involving negligible or no expansion of existing use (CEQA Guidelines 15301). Existing on-site utilities will be extended to the new structures, requiring minor trenching. All necessary public services and facilities are available. The area is not environmentally sensitive and exists of mown lawn grass or ruderal grasses. This is one of a class of projects the Secretary for Resources has found does not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document.
