Document Description
The Santa Ana Unified School District is proposing to upgrade and enhance the existing Santiago Elementary School within a developed neighborhood in the City of Santa Ana. The proposed improvements would occur within the confines of the existing school campus and would not increase the enrollment capacity of the school. The proposed project would entail the following actions: -Demolition or removal of 16 portable classrooms totaling 15,360 square feet -Demolition or removal of one toilet building totaling 480 square feet -Demolition or removal of a lunch shelter -Construction of 3 buildings containing 16 classrooms and 3 toilet modules -Construction of 15,360 square feet of classroom space and 1,440 square feet toilet space -Construction of a lunch shelter -Construction of an ADA path of travel -Construction of ADA drop-off area -Construction of hardcourt The proposed upgrade and enhancement would not result in an increase in the number of students or staff.

Reasons for Exemption
Minor Additions to Schools Section 15314 permits, among other activities, "minor additions to existing schools within existing school grounds where the addition does not increase original student capacity by more than 25% or ten classrooms, which ever is less. The addition of portable classrooms is included in this exemption." The proposed project has been examined in the context of this Section and has been found consistent with these criteria. Further, the application of this Section of the CEQA Guidelines is not barred by any exceptions set forth in Section 15300.2. In addition, Section 150619b provides further guidance in the determination of whether an action is exempt from CEQA stating, "CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA." The proposed project is minor in scope and involves the demolition or removal of portables, construction of buildings, and various other improvements within the campus. These new structures would replace existing portable buildings on the site and no increase in students or staff would occur as a result of the project. The proposed project would not result in a significant effect on the environment.
