Document Description
The Santa Ana Unified School District is proposing to upgrade and enhance the existing Diamond Elementary School within a developed neighborhood in the City of Santa Ana. The proposed project would occur within the confines of the existing school campus and would not increase the enrollment capacity of the school. The proposed project would entail the following actions:
-Demolition or removal of 16 portable classrooms and 10 classrooms totaling 9,130 square feet
-Construction of 1 building containing 16 classrooms totaling 16,320 square feet
-Construction of new drop off and curb ramp
-Construction of paving in campus entry, lunch shelter, around new building, connections to existing buildings and gathering spaces, and paving where existing portables are demolished
-Construction of new play fields where existing portables are demolished
-Construction of landscaping around new building
-Construction of ADA path of travel
-Construction of new lunch shelter
The proposed upgrade and enhancement would not result in an increase in the number of students or staff.

Minor Additions to Schools
Section 15314 permits, among other activities, "minor additions to existing schools within existing school grounds where the addition does not increase original student capacity by more than 25% or ten classrooms, which ever is less. The addition of portable classrooms included in this exemption." The proposed project has been examined in the context of this Section and has been found consistent with these criteria. Further, the application of this Section of the CEQA Guidelines is not barred by any exceptions set forth in Section 15300.2.
In addition, Section150619b provides further guidance in the determination of whether an action is exempt from CEQA stating, "CEQA applies only to project which have the potential for causing a significant effect on the environment, the activity is not subject to CEQA."
The proposed project is minor in scope and involves the demolition or removal of portables, construction of a building, and various other improvements within the campus. This new structure would replace existing portable buildings on the site and no increase in students or staff would occur as a result of the project. The proposed project would not result in a significant effect on the environment.
