Document Description
The Hopland REC cellular phone facility consists of ground-mounted telecommunications equipment installed in 2001 on a hilltop along the west side of the Hopland section of the Napa Valley on land owned by the University of California in Mendocino County. The cellular phone facility is operated by a third-party for the purpose of providing cellular phone service in the surrounding area with the cellular provider paying a monthly lease fee to the University of California in exchange for the use of the land. The project would result in changes to the existing facility and installation of a secondary cellular telecommunications facility.

The project is a minor alteration to existing facilities consistent with CEQA Guidelines Section 15301 and involves no expansion of the existing use. The project is also consistent with CEQA Guidelines Section 15304(d) and (e) in that in includes new construction of only small facilities such as minor utility infrastructure and accessory structures. The project is also consistent with CEQA Guidelines Section 15304(f) in that it includes minor trenching and backfilling where the surface is restored. In addition, none of the exceptions for application of a categorical exemption apply to this project.
