Napa County proposes to update the County's General Plan Housing Element to conform to State law by providing adequate housing sites to meet the County's share of the regional housing need and ensuring that County policies suport the provision of housing for all segments of the County's population. This project also includes any amendments to the zoning code necessary to implement the Housing Element's policies. The existing Housing Element was most recently amended on October 26, 2004. The proposed Housing Element Update would guide the County's housing efforts through June 30, 2014. The proposed Housing Element Update would satisfy State requirements that cities and counties fairly accommodate their share of California's projected housing needs. The Association of Bay Area Governments (ABAG) has allocated a total of 651 housing units to Napa County for the 2007 to 2014 period. Napa County entered into an agreement with the City of Napa to transfer 82 of those units to the City (Napa County Agreement No. 6903, approved 10-9-07). Assuming that the ABAG approves this transfer, the net share of housing that Napa County needs to accommodate are as follows: * Above-Moderate: 224 units * Moderate: 130 units * Low-Income: 116 units * Very Low-Income: 181 units.
