Proposed Amended (PAR) 1156 - Further Reduction of Particulate Emissions from Cement Manufacturing Facilities

NOTE: Document is a Notice to Rely on a Previously Prepared Final EA. The objective of PAR 1156 is to further reduce particulate matter (PM) emissions from cement manufacturing facilities. A Final EA (2005 Final EA, SCAQMD No. 050307JK, dated October 13, 2005 and certified on November 4, 2005) for the current rule, was previously prepared pursuant to CEQA, which identified "air quality" as the only environmental topic that might be adversely affected by the current rule. PAR 1156 would require the enclosure of clinker storage, which was evaluated in the 2005 Final EA as a possible control option. Since impacts from the currently proposed project are essentially the same as those analyzed in the previous 2005 Final EA that was circulated for public review and comment, and subsequently certified, and no other significant adverse impacts were identified. SCAQMD will rely on that previously certified 2005 Final EA pursuant to CEQA Guidelines §15153, because the circumstances of the projects are essentially the same. No additional reasonable alternatives or mitigations were identified or are required.
