Document Description
State law requires that every City prepare and adopt a Housing Element to be included as part of the City's General Plan. Additionally, the Government Code requires that every City periodically amend their Housing Element. The project consists of adoption of the 2005-2010 Housing Element update in compliance with the State of California Government Code Sections 65580-65589.8. The project also includes related amendments to the text of the Land Use Element of the General Plan necessary to implement the programs contained in the updated Housing Element. The Housing Element includes four major components: (1) an assessment of the community's housing needs; (2) an inventory of resources and constraints relevant to meeting the community's housing needs; (3) a statement of goals, policies, and quantified objectives that will guide the implementation of specific programs; and (4) a housing program to be implemented over a specific period that describes the implementation actions to be taken by the City to meet the needs. The project also consists of the following changes to the Land Use Element to be consistent with the 2005-2010 Housing Element update: (1) inclusion of a reference to the 2005-2010 Regional Housing Needs Allocation; (2) modification to the Affordable Housing Overlay designator to include two designators: Affordable Housing Overlay for Lower Income Households (AH-L) and Affordable Housing Overlay for Moderate Income Households (AH-M); (3) allowing densities up to 30 dwelling units per acre rather than up to 25 dwelling units per acre for properties with an AH-L or AH-M designator; (4) elimination of the requirement of a Specific Plan for properties with the AH-L designator; and (5) allow three-story buildings within the 35 foot height limit rather than two stories within the 35 foot height limit on properties with the AH-M or AH-L designation in order to achieve a density of 30 dwelling units per acre.
