The Jones Ranch specific Plan (Plan) proposes to develop residential, parks, elementary school, mixed-use neighborhood retail/residential adjacent to the northern edge of the City of Oxnard, between Vineyard Avenue and Rose Avenue. All residential units would be income restricted in compliance with the 2006-2014 Regional Housing Needs Assessment (RHNA). The Plan will provide the framework, guidelines, standards, and regulations for orderly annexation and phased development over a number of years, maintaining consistency with the City of Oxnard 2020 General Plan in terms of land use, utilities, and transit and circulation.
