Document Description
The project involves approval of a Remedial Action Plan (RAP) by the Department of Toxic Substances Control (DTSC) for the proposed South Region Elementary School Site #6, Site 15 (site) pursuant to Health and Safety Code chapter 6.8. The RAP focuses on (1) excavation and off-site disposal of approximately 2,233 cubic yards (CY) of onsite soils impacted with lead, arsenic, organochlorine pesticides (OCPs), petroleum related compounds, volatile organic compounds (VOCs), polynuclear aromatic hydrocarbons (PAHs), and total petroleum hydrocarbons (TPH); and (2) installation and operation of a soil vapor extraction (SVE) system for residual VOCs in soil vapor onsite. After completion of the planned excavations, cleanup confirmation sampling and Site restoration will be conducted. If necessary, additional soil volume will be excavated to ensure all onsite impacted soils containing the identified chemical of concerns (COCs) at concentrations of the corresponding cleanup levels or above have been properly removed. If cleanup goals are not achieved with the SVE technology, potentially up to an additional 10,368 cubic yards may be disposed of offsite. An approved Operations, Monitoring, and Maintenance Plan (OMMP) will be conducted after the site is backfilled and restored pending the offsite source (abandoned petroleum pipeline) is still present. The OMMP will consist of a row soil gas monitoring wells spaced 25 to 30 feet apart located within 2 feet of the shoring at the border of the site and an additional row (approximately two soil gas monitoring wells) located half the distance between the shoring at the eastern border and the closest structure.
