Document Description
The City of Palm Desert (City), in cooperation with the California Department of Transportation (Department), proposes to construct improvements to part of the existing Interstate 10 (I-10) at Monterey Avenue Interchange. The proposed project would construct a new westbound on-ramp and realign/relocate the existing westbound off-ramp to connect with Varner Road. As a result of these improvements, the existing intersection of the westbound on- and off-ramps would be removed on Monterey Avenue, thereby increasing the intersection spacing between the eastbound ramps and Varner Road along Monterey Avenue. The proposed improvements to this interchange are intended to address northbound traffic on Monterey and improve the westbound ramps to I-10 to level of service (LOS) A during the a.m. and p.m. peak hour. Proposed improvements consist of the following: Construction of a new loop entrance ramp from northbound Monterey Avenue to westbound I-10, elimination of the existing intersection of the westbound on- and off-ramps on Monterey Avenue, and realignment of the westbound exit ramp to provide a hook configuration off-ramp approximately 160 m (525 ft) east of Monterey Avenue along Varner Road. In addition, the left turn lanes on southbound Monterey Avenue to eastbound I-10 will be lengthened to provide sufficient stacking for future traffic volumes. There would be no improvements to the existing Monterey Avenue overcrossing, however, a tieback retaining wall would be constructed in the vicinity of the northerly abutment to provide clearance for the proposed westbound loop on-ramp. Additionally, ramp metering would be installed on the proposed westbound loop on-ramp and existing westbound on-ramp. The project would be constructed in two phases. Realignment of the westbound off-ramp would be constructed in the first phase while maintaining the existing westbound off-ramp open. Once the realigned westbound off-ramp is constructed, the existing westbound off-ramp would be removed and the new westbound on-ramp would be constructed in phase two.
