Document Description
The applicant, Sunset Subsidiary LLC, proposes minor modifications, as described on Exhibit A, to the Sunset Time project previously approved by the West Hollywood City Council on September 20, 2010, to construct up to 149 hotel rooms and ancillary commercial and support areas, 40 residential condominium units, and five low-income affordable housing units. On September 7, 2010, the City Council certified the Final EIR for the project, adopted a mitigation monitoring and reporting plan, and adopted a statement of overriding consideration finding that the Project's economic and social benefits would outweigh the project's significant and unavoidable environmental impacts in the areas of construction related air quality, construction noise and vibration, and operation traffic. An Addendum to the Final EIR was prepared to analyze whether the proposed minor modifications to the project would result in any new significant impacts which were not identified tin the previously certified EIR or would cause previously identified significant impacts to be substantially greater. The Addendum and the technical studies and analyses in the City's administrative record demonstrate that the minor modifications to the approved project would not result in new significant impacts or substantially increase the severity of previously identified significant project impact. Therefore, the minor modifications to the approved project do not require a subsequent or supplemental environment impact report pursuant to Public Resources Code Section 21166.
