Document Description
The purpose of the proposed solar power facility is to supplement the current power generated by Inland Empire Utilities Agency (IEUA) from biogas and to reduce peak loads from Southern California Edison (SCE) with electricity supplied from the solar photovoltaic system. The proposed solar power facility (SPF) is designed to generate up to one (1) megawatt of electricity from the photovoltaic system and the SPF is proposed to be installed on the CCWRF project site. The proposed project consists of installing the SPF panels at one of several open location on the CCWRF site and connecting these panels to the SCE electrical grid which is located adjacent to the project site. All of the above proposed activities will occur within the footprint of existing disturbed areas at the CCWRF site.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed installation of the solar power facility at the CCWRF facility has been determined to have no potential to cause significant adverse effects on the environment and will ensure the facility continues to operate to operate as is, but with less demand on the electrical grid. Categorical Exemption Class 1 exempts "operation, repair, maintenance.. or minor alteration of existing public or private structures, facilities and mechanical equipment…involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination." The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project activities. The proposed installation and operation of the CCWRF Solar Power Facility Project has been determined not to have a potential to cause significant adverse environmental effects as a result of any of the exceptions. Therefore, this proposed action is not forecast to cause any potential for significant adverse environmental impacts and qualifies with the requirements for Class 1 exemption.
