Document Description
Construct temporary compressed natural gas (CNG) storage and fueling facility to fuel 24 public transit buses within the existing paved bus parking area of the City's Corporation Yard. The Project will include a flatbed truck trailer containing 960 gallons (490 cubic feet) of CNG under 4500 maximum pounds per square inch pressure, a CNG dispenser, and a natural gas powered compressor. CNG will be pumped from the trailer via underground piping to 12 fill posts at bus parking stalls where fueling will occur.

Reasons for Exemption
The project is categorically exempt under CEQA Section 15301, Class 1, as it involves negligible expansion of use beyond the existing facility's current use as a bus maintenance and parking yard. The project's purpose is to provide fuel service to the existing CNG-powered bus fleet at on location instead of using multiple CNG fueling locations in the area under the present system. The project will not change the number of vehicles parked in the yard, and will not induce extra vehicle trips because the buses currently park at the existing yard after their daily use. The proposed improvements would take place on an existing paved and fenced corporation yard in an area of industrial development, and thus will not present negative visual impacts. No trees or biological resources will be impacted and no right of way acquisition will be required for this project. Safety features for this project include: in-line breakaway and NGV1 nozzles and emergency stop push buttons on all fill posts, and 20 feet long sections of precast concrete guard rail (Caltrans K-rail) separating bus fueling stalls to protect CNG fill posts from being hit by buses. The entire proposed CNG Fueling system has been reviewed for safety and permitted by the Consumnes CSD Fire Department. The proposed project does not meet any of the exceptions from categorical exemption under CEQA Section 15300.2, as it is not on a hazardous waste sit, will not cause cumulative impact because the City does not plan on operating more than one CNG bus fueling station, and presents no reasonable possibility of creating a significant effect on the environment due to unusual circumstances. This project is therefore exempt under CEQA Categorical Exemption Class 1.
