The parking lot paving improvements, road improvements, and sign installation are minor alterations to existing facilities involving negligible expansion of use and are categorically exempt pursuant to Section 15301. The road improvements are also categorically exempty pursuant to Section 15302 as they consist of reconstruction of existing facilities on the same site and will have substantially the same purpose. The bike lanes are categorically exempt as they involve minor alterations to land and do not remove scenic trees pursuant to Section 15304.
