The Coastal Access Strategy component is statutorily exempt pursuant to Section 15262 as it involves only planning, evaluation, and permitting for future actions. It is also categorically exempt pursuant to Section 15306 as it consists of data collection, research, and resource evaluation which will not result in serious or major disturbances to an environmental resource. The permitting and environmental review component is categorically exempt pursuant to Section 15306 as it involves data collection and planning for future restoration actions.
