The site is currently vacant; however, in the past it was used for agricultural purposes. The natural landscape consists of grassland and scattered trees. The land use designation for the project site is Parks (P), which is applicable to all City-owned property intended to be developed for recreational uses. The project site is located within the Public Service (PS) Zoning District, which is established to provide a suitable classification for large public or private sites permanently designated for park or open space use. This zoning district also provides a suitable classification for public or private sites designated for civic uses and for public or private sites designated for public utilities and services. The land to the north of the project site is currently developed with single-family residential land uses. Land to the south, east, and west of the project site is currently undeveloped.
Document Description
The entire Specific Plan area proposes a mix of residential, commercial, recreational, and public facility land uses. The 20-acre Community Park and, more specifically, the Library project area lies within the Specific Plan area. The use of the proposed Library within the Community Park site is consistent with the General Plan land use designation as well as the City of Dixon Zoning Ordinance. Since the Southwest Dixon Specific Plan Environmental Impact Report, which was certified in March 2004, the City has proposed the addition of the Library and associated service area and patio on a one-acre site in the northwest portion of the Park.
