The proposed SSHCP is a regional approach to conserving species and addressing issues related to urban development, habitat conservation, open space protection and agricultural protection. The SSHCP would authorize the County, cities of Elk Grove, Rancho Cordova and Galt, and two public utility agencies to issue permits allowing landowners to engage in specific development activities that could result in incidental takes of listed species.
