The Proposed Project involves the upgrade of liquids and solids treatment facilities at the Goleta Sanitary District to achieve full secondary treatment by 2014. The WWTP upgrade project is designed to increase the treatment level of the wastewater; an increase to the flow capacity of the plant is not currently proposed.
