The project would create 59 industrial lots, three drainage/detention basin lots, and 25.35 acres of on-site roads. No specific uses have been identified, except for a future sewer pump station on one of the lots. The project would be implemented in four phases, progressing from west to east. The future alignment of State Route 11, to be selected by Caltrans, would include a portion of the property in the northeast corner, affecting phase 4. Earthwork would consist of cut and fill of 1,200,000 cubic yards. On-site road improvements would include Siempre Viva Road, Airway Road, Alta Road, and three new roads. Off-site improvements would include extensions of Airway Road and Siempre Viva Road, expansion of Otay Mesa Road and Enrico Fermi Drive.
