Document Description
The applicant, Pasadena Water and Power, has filed a Conditional Use Permit application to allow for the construction, installation, and operation of an ion exchange (IX) and a liquid granular activated carbon (LGAC) treatment system to treat groundwater from the four water supply wells; Arroyo Well, Well 52, Ventura Well, and Windsor Well of the Monk Hill Wells. Groundwater extracted from these wells will be treated using IX to remove perchlorate, LGAC to remove volatile organic compounds (VOCs), and will be disinfected with gas chlorine plus ammonium hydroxide prior to storing in the Windsor Reservoir for distribution. The proposed treatment technology is approved by the Department of Public Health (DPH) and used at numerous locations in Southern California for drinking water application. A Conditional Use Permit is required to allow the expansion of a major utility.
