Document Description
The damages to be repaired consist of wave wash on the waterside levee slope with loss of existing rock slope protection. The repair consists of restoring the levee slope to pre-flood conditions. The repair includes cleaning the damaged area. backfilling the scarp with impervious fill and restoring the rock protection on the waterside slope to the height and thickness of the adjacent undamaged areas.

Reasons for Exemption
As a result of the imminent threat to catastrophic levee failure, Governor Arnold Schwarzenegger declared a state of emergency for California's levee system on February 24, 2006. The emergency repairs specified for this project are necessary to (1) to maintain the levee system which is essential to protecting public health, safety, and welfare and (2) to prevent an emergency from a catastrophic levee failture.
