Document Description
The intermittent damages range from between 4' to 100' and up to 3' high, extending along a 4,000' reach of the waterside levee slope. Excavating in steps and backfilling the 2-3' high wave wash damage with impervious fill along the 4,000' reach will restore the slope. The repair areas will be then seeded and mulched.

Reasons for Exemption
As a result of the imminent threat to catastrophic levee failure, Governor Arnold Schwarzenegger declared a state of emergency for California's levee system on February 24, 2006. The emergency repairs specified for this project are necessary to (1) to maintain the levee system which is essential to protecting public health, safety, and welfare and (2) to prevent an emergency from a catastrophic levee failture.
