Document Description
The damage to be repaired consists of intermittent areas of existing riprap loss and up to 3' high toe erosions on the water side levee slope. The project covers 15 intermittent sites along 5500' of levee along the right bank of the San Joaquin River. The repair consists of restoring the levee toe with quarry run rock and replacing the lost riprap on the levee slope. The repair includes cleaning the eroded area to 1' in depth, backfilling the levee toe with quarry run rock and restoring the riprap protection to the cleared and grubbed area.

Reasons for Exemption
As a result of the imminent threat to catastrophic levee failure, Governor Arnold Schwarzenegger declared a state of emergency for California's levee system on February 24, 2006. The emergency repairs specified for this project are necessary to (1) to maintain the levee system which is essential to protecting public health, safety, and welfare and (2) to prevent an emergency from a catastrophic levee failture.
