Document Description
During the 2005 and 2006 flood seasons, the water level went above the existing rock protection and saturated and destabilized the waterside slope, resulting in wave wash 3-5' with a few places up to 8' on the levee slope. The repair of all damaged sites consists of restoring the levee waterside slope to the pre-flood conditions with compacted impervious fill and reconstructing the rock protection on the repaired levee slope. The rock protection will be placed on a 6' layer of bedding material.

Reasons for Exemption
As a result of the imminent threat to catastrophic levee failure, Governor Arnold Schwarzenegger declared a state of emergency for California's levee system on February 24, 2006. The emergency repairs specified for this project are necessary to (1) to maintain the levee system which is essential to protecting public health, safety, and welfare and (2) to prevent an emergency from a catastrophic levee failture.
