Document Description
Yuba River, Left Bank: The damage consists of a 400' long wave wash of the waterside levee slope. Dry Creek, Right Bank: The damage consists of 2500' long levee toe erosion, 2-3' deep. Western Pacific Interceptor Canal Levee, Left Bank: The damage consists of 900' long levee toe erosion, 3-4' deep. The repairs will restore the levee slopes to the pre-flood condition. The damaged levee slope will be excavated 0.5' beyond the damaged area and the slope will be reconstructed with compacted impervious fill. The area will be seeded and mulched.

Reasons for Exemption
As a result of the imminent threat to catastrophic levee failure, Governor Arnold Schwarzenegger declared a state of emergency for California's levee system on February 24, 2006. The emergency repairs specified for this project are necessary to (1) to maintain the levee system which is essential to protecting public health, safety, and welfare and (2) to prevent an emergency from a catastrophic levee failture.
